New Texas Fishing License Purchase Requirements: What DSH Guests Need to Know
Texas has changed the identification requirements for purchasing recreational fishing licenses. Effective August 3, 2026, each person age 17 or older must provide valid identification when obtaining most Texas recreational fishing licenses. For in-person purchases, every license holder must be physically present.
Deep Sea Headquarters sells Texas fishing licenses onsite in Port Aransas. Guests who need to purchase a license before their fishing trip should bring valid, unexpired identification and arrive early.
Texas Fishing License Changes at a Glance
Beginning August 3, 2026:
- Each person age 17 or older must provide valid identification.
- Each person must be present when purchasing a license in person.
- One person can no longer purchase licenses for all the adults in a group.
- Online purchasers must complete individual identity validation.
- Temporary, limited-term and some nonresident identification may require additional documentation.
These requirements apply to most recreational fishing, hunting and combination licenses.
What Identification Should I Bring?
Identification requirements depend on where you live and what type of driver’s license or identification card you have.
Texas Residents
Texas residents should bring an unexpired Texas driver’s license or Texas identification card.
Both REAL ID and non-REAL ID documents are accepted, provided the identification is not marked “Temporary” or “Limited Term.”
Out-of-State Guests
An unexpired REAL ID-compliant driver’s license or identification card from any U.S. state or territory is accepted.
Guests from the following states may also use an unexpired non-REAL ID driver’s license or identification card, provided it is not marked temporary or limited term:
Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, West Virginia, Wisconsin and Wyoming.
Guests from the following states and jurisdictions must present either an unexpired REAL ID-compliant driver’s license or identification card, or a non-REAL ID document with an additional qualifying document:
California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Massachusetts, Maryland, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Utah, Vermont, Virginia, Washington, Washington, D.C. and U.S. territories.
Guests using a non-REAL ID document from one of those locations must also present one of the following:
- Original U.S. birth certificate
- Original Consular Report of Birth Abroad, such as Form FS-240, DS-1350 or FS-545
- Unexpired U.S. passport or passport card
- Unexpired U.S. military identification
Supplemental documents must be presented in person at a Texas Parks and Wildlife Department office or authorized license agent such as Deep Sea Headquarters. Transactions requiring supplemental documents cannot be completed online.
Can I Purchase a Fishing License at Deep Sea Headquarters?
Yes. Deep Sea Headquarters sells Texas recreational fishing licenses onsite for the convenience of our fishing-trip guests.
Every guest age 17 or older purchasing a license must:
- Be present at the time of purchase
- Bring valid, unexpired identification
- Purchase the appropriate license or fishing package
- Keep proof of the license available while fishing
Please do not send one member of your group inside to purchase licenses for everyone. Each adult who needs a license must come to the counter with their own identification.
Can One Person Buy Fishing Licenses for the Whole Group?
No. Each person age 17 or older must be physically present and show their own identification when purchasing a recreational fishing license in person.
This applies to spouses, families, friends and organized groups. Plan to have everyone who needs a license arrive together.
Do Children Need a Texas Fishing License?
Anglers under age 17 generally do not need a Texas recreational fishing license. This applies to both Texas residents and nonresidents.
Adults fishing with children must still carry the appropriate license unless they qualify for another exemption.
What Fishing License Do I Need for a DSH Trip?
Most guests fishing in Texas public saltwater need a valid Texas fishing license with a saltwater fishing endorsement.
The saltwater endorsement is automatically included with:
- A Texas saltwater fishing package
- A Texas all-water fishing package
- Eligible lifetime fishing or combination licenses
Texas also offers one-day all-water fishing licenses for residents and nonresidents. The best option will depend on your residency, age, trip date and whether you plan to fish again during the license period.
Deep Sea Headquarters staff can assist with the license transaction, but Texas Parks and Wildlife determines eligibility, identification requirements and available license types.
Can I Purchase My Texas Fishing License Online?
Yes. Select recreational fishing licenses and endorsements are available through the official Texas Parks and Wildlife online license system.
Each online license holder must complete the required individual identity validation. A $5 administrative fee applies to online transactions.
Digital licenses may be available for immediate use when connected to the Texas Hunt & Fish app. Digital license holders must keep their license accessible while fishing.
Complete your online purchase and connect your license to the app before arriving at the dock. Cellular service may be limited once your trip is underway.
Do I Need to Carry My Fishing License on the Boat?
Yes. You are responsible for keeping proof of your valid fishing license available while fishing.
A digital license can be viewed through the Texas Hunt & Fish or Outdoor Annual mobile app. Guests using a digital license should download the appropriate app and connect their license before departing.
Guests with a paper license should keep it in a secure, accessible location throughout the trip.
How Early Should I Arrive to Purchase a License?
Guests purchasing a fishing license at Deep Sea Headquarters should arrive earlier than the standard check-in time listed for their trip.
Allow enough time for:
- Identification verification
- Selecting and purchasing the correct license
- Completing regular trip check-in
- Loading gear and preparing to board
Every adult purchasing a license must be present. Arriving together and having identification ready will help avoid delays.
*Important Information for Winter Texans*
Many Deep Sea Headquarters guests spend the winter in Texas but maintain legal residency in another state. Your identification requirements are based on your legal state of residence, not how long you are staying in Texas.
Before arriving, check whether your out-of-state driver’s license has a REAL ID star. Guests with a non-REAL ID license from certain states may need to bring an original birth certificate, valid passport, passport card or military ID.
Photocopies or photos of supplemental documents should not be relied upon. Bring the original document listed by Texas Parks and Wildlife.
